Bila Tserkva was founded in 1062 A.D. and every September the citizens celebrate the anniversary of its founding with speeches by civic leaders, a parade, exhibitions, and a fireworks display in the evening. |

This is a banner from a government sponsored program to increase the population of Ukraine to 52 million. Ukraine's population has been declining due to low birth rates and people leaving in search of greener pastures. This new program to jump start the birth rate offers birth mothers a financial incentive of approximately $1,600 to have a baby. |
